yes, chubbier girls tend to get it at about 8 or 9 while thinner girls get it at around 11 or 12 (or much later)

but every girl is different
i got mine at 13, and i'm no skinny minnie

i dont think so cause i was a chubby teen and i got mines at 11 so its different in ppl regardless of weight i think
