Noone can read something too close to their face although people who can't see in the distance can often read closer to their face. The big question is how far away and what size print? You need an optician to tell if what you can see is normal. Vertigo is not a common symptom of this type of problem with your eyesight, but it can happen if there are issues with your vision. The sensible thing to do is book a test for a checkup and make sure you tell the optician all your symptoms. If they say your eyes are fine then your next port of call is teh doctor.
I'd get an eye exam, see what your prescription is, and ask the eye doctor. If it turns out you DO need glasses, and if you want to save some money, you can go to www.replacementlensexpress.com and buy your lenses there. You can get UV coating for very cheap (I think around $25 or $30?) and they will add your prescription to the lenses for just $25.
This is a great company to go to if you already have a frame and you just need new lenses. If you do need the whole thing though (e.g. frame AND lenses), just shop around and find something you like.
