It looks like a stye (basically a pimple on your eye). Put a hot washcloth on it to help it drain. If it doesn't, a doctor can pop it for you.
It sounds like a chalazion or stye . These are caused by blocked oil glands within your eyelids. They can be painful, but not always. They can also cause a secondary infection that spreads to the whole eyelid. This would need antibiotics.
If mild, then warm compress (damp towel in microwave fro 30 seconds) can help it self-drain. Make sure the towel is not hot.
Since you've had it for a year, it is likely a chalazion that would be excision by an ophthalmologist. Leaving it alone should not cause a problem however, unless it gets inflamed and red. In that case, you can benefit from the warm compresses, then possibly antiobiotic ointment or pills
Well, first the usual disclaimer that I am not a doctor. I am not in the medical field at all. This is just my guess based on looking at your picture.
I think you have a sty. I went to the Mayo Clinic website--they have good info about a lot of things (finding info on the web is all about sorting good info from bad info). Here is what I read:
"A sty (hordeolum) is a red, painful lump near the edge of your eyelid that may look like a boil or a pimple. Usually a sty is filled with pus. A sty most commonly forms on the outside of your eyelid, but sometimes a sty can form on the inner part of your eyelid.
In most cases, a sty will disappear on its own in a few days to a week. In the meantime, you may be able to relieve the pain or discomfort of a sty by applying a warm washcloth to your eyelid."

BTW, don't pop it. Wisegeek suggests that since a sty can be caused by bacteria, popping it will spread the germs and cause infection (kinda makes sense, huh?). http://www.wisegeek.com/what-causes-stye…
If you use eye makeup--mascara--throw it away and buy a new one. Yours is now contaminated. Wait to apply more until your eye is better.

I would call your doctor...It looks inflamed....He may prescribe something
