Answers:
It sounds like
!!. YOU need a different DR
2!. the LOWER disk is causing the problem in your legs!. Your neck disk would cause symptoms in your shoulders, head and arms

Since you said that you did have a bulging disk = there ya go! Did they happen to say this!?

3!. "The other consultant" is an idiot! (lol)

The only way to tell is to go to a different physician - Orthopedic possibly, and get an MRI

That scan holds the answers!! the sooner the better!

I looked at one of your other questions and You know- The syndrome that you speak of could be causing this too!. and being overweight!. adding more pressure!
msg me - I will talk to you!Www@Answer-Health@Com

Get another opinion!. You do not mention your age or symptoms so it is hard to say if it is arthritis or not but a bulging disc needs to be checked out and treated!. You say a "consultant' so I am guessing that you have not seen a medical Doctor!.!.!.please do this!. Any chronic pain must be checked out to eleviate some of the nastier diseases that can also cause pain in the legs!.Www@Answer-Health@Com

It could be cramp!?!?!? :S

Just an idea!. But for some reason I get leg cramp in the middle of the night!. I don't know if I'm the only one!.

It causes leg pain in the morning anyway!. A tense feeling!. You may have pulled a muslce to cause some cramp or tension whilst you were asleep without realising!.

Good luck in finding out what it could be!. =) Hope I helped!.Www@Answer-Health@Com

Which part of your leg is affected!?
Is this a chronic condition!?
How long does it last after you get up!?
How would you describe the pain!?
Are you physically active!?
How old are you!?

The problem you describe is too general for anyone to form a probable opinion!. You need to give particulars!.Www@Answer-Health@Com

Well if it is arthritis it still needs treating so get that done!. If it isnt that then demand a scan further down your back!. Failing that it could just be you have a bad mattress!. Dont be fobbed off - you are in pain and it needs sorting - dont just put up with it!.Www@Answer-Health@Com

It could be a lot of different things!. But I would like to tell you how to get rid of the pain after it starts!. Buy dill pickles and when you get pain drink a good shot of juice!. Don't laugh, it really works!. Please try it!.Www@Answer-Health@Com
