it is slang for wellington boot, usually knee length, made of rubber. Welly tossing is an event at village fates and stuff, you sand on the line and toss a well boot as far as you can, like the shot put or javlin or something. The person who throws it the furthest wins.

rubber boot.

A "welly" is a British term for a Wellington boot. These are rubberized boots lined with canvas, and are the standard wearing apparel for gardeners, farmers and anyone who works in muddy conditions.

Tossing a welly is a game at village fetes, fairgrounds etc, where the person who throws it the furthest is declared the winner. It is sometimes known in certain UK dialects as "welly whanging".

The welly, because of its asymmetrical shape, is not as easy to throw as it might seem.
