You can only if you have a good valid reason.
I knew a girl who had it done as 1 of her boobs did not grow, so she was very lopsided and it caused her a lot of emotional problems.
Also if you have a mascetomy you can have implants.
But not just for cosmetic reasons, you must have a good reason.
