Answers:
Unfortunately you can't "spot train" meaning you can't lose fat in one specific area and not the other. However since your thighs and butt are made of muscle, you can do exercises such as squats,lunges, etc to build the muscles and your lower body up. So when you does lose the fat in those areas you will have more muscle.

Just like you can't spot reduce; you can't really predict where your body will lose its fat.
You might lose it all in your chest and nowhere else, or you might lose it all in your thighs and the rest of your body still look flabby.
The only way you can really spot reduce is plastic surgery.
However, with a proper weight training program you could theoretically replace the thickness in your thighs and butt with muscle. Kind of what Nicole "Coco" Austin did.
