just exercise...you will lose fat in your whole body..you cant in just one spot...but focus on legs..do squats and leg extensions...lower carbs and increase protein and fat..YES i said eat fats and protein and keep your carbs to a minimum...5g a day should be the amount of carbs if not less if you want results faster

eat alotta vegetable and very lil meat. work on your upper body and not on your legs so all the muscles will built on top. if you don't work out your legs, it will get smaller when every where else get bigger
