Jump rope is a great cardio workout, and cardio is the best type of exercise for fat burning. Trying using the jump rope in intervals (jump rope hard for like 2-3 minutes and then take a minute or so slower as recovery, and then repeat throughout entire workout) because intervals not only allow you to pace yourself better, but burn fat more than just regular cardio (I learned this from my gym trainer).

That's a good question. To the degree that your love handles are muscles which need some work the jump rope may well help. Jumping rope is a very effective exercise which works a lot of muscles and is a good "internals" workout also. That's what boxers do the jump road.
A guy I met was in the Navy on a submarine for a long tour and go in great shape, he said, with lots of jumping the rope.
