Wholewheat bread with meat or fish paste (my dog loves it). She will also eat carrot, cauliflower stalks, apple. You need fruit and veg, there must be a lot discarded by stores. The fast food places must have stuff left over as well.
An animal won't starve itself and I don't think you are likely to get mugged with a 60 pound GS by your side, but rooftop sounds good as long as there is some shelter there for if it rains - for both of you.
Look after that dog, there are bound to be free vet services in your state.

Buy a loaf of bread for a little over a dollar and a can of peanut butter. You can bring it wherever you go. Both of those combined add up to less than 5 dollars, and it will last you more than one or two days for every meal. Start saving up the 10 dollars, and after a week, you can get some quality food for yourself!
