When you lose weight, your body takes fat from every area of the body. So that's all I can suggest is a diet. Exercising one area of the body will not reduce it, only strengthen the muscles. If I make an assumption that you are a women, don't worry about getting 'bulky', you do not have the testosterone levels to physically be able to achieve that, women that are bulky are that way through the result of a combination of a high protein diet, constant exercise and steroids! Strengthened leg muscles on a women are an amazing beautiful feature, on a man it's very sexy. It's win win on both sides and im sure you look great so don't worry
