I exercise often and struggling to lose the belly and want to get flat abs for the summer, any tips?

Hereby, I will admit that I am a girl who looks not fat nor skinny, just right, but in reality, I have a really big stomach, fat fat belly :[
But you know after doing insanity for 1 week, although the fat has not gone away, I can feel abs when I flex, and when i flex, my stomach just goes flat. In any case, what I'm trying to say that this work out program is very reliable. (well, any work out is supposed to have some effect right?)

My 23 years old sister also have belly fat (well, she was chubby), but after 1 month, she lost the fat, it was flat. But not as in like, flat flat. It's just that if she wear tight-ish clothes, it'll look fine, but if she were to wear a bikini...it'd be kinda weird.
