Unless you're under 5 years old, it's not baby fat but just plain normal fat!.
The unfortunate thing is that there's no way to get rid of fat from a specific area!. When you lose weight you lose it all over, and if some parts lose more than others you don't really have any control over it!. You can try to tone those areas so that they aren't jiggly and loose!. Umm, I don't see any fat under Sarah Michelle Gellars arms!.!. At all!. But anyway!.!.
Exercising definitely helps a lot, ESPECIALLY strength training (IE, lifting weights and using weight machines)!. Also, swimming is also a great workout for the arms, too!. Good luck!Www@Answer-Health@Com
