More effective for what? Weight-loss? building muscle? If you want to lose weight, I'd do cardio first and for a longer period of time. Reverse that if you want to bulk up.
In general, you want to do a bit of warm-up when you start working out. Spend maybe 10 minutes on a tread-mill walking at first and speeding up slowly. Make sure you cool-down before getting off the machine. Going from a 7mph run to standing still can really do hurt your body and heart especially.
What you do after is up to you. I usually do cardio first because it is what takes the most endurance and what tires me out the most. Once you've done a good 1/2 hour or hour of cardio and your heart rate is up, then you can cool down a bit and do weight-training.
