im a girl and i want to tighten my upper arms a little bit so would lifting weights work? can i just do 5 pounds like 200 times a day?

Considering your nickname of "basketballer"... that is not what you want to be doing. Try a variety of arm exercises - work out your shoulders, biceps, and triceps using more weight. Start with 3x10 with 5 pound weights but that may be too easy... then work up to 8, 10, 15, 20, etc.
