I've been working out and eating well for a full month and some days and seem to be 3 lbs HEAVIER than before
can this seriously be all muscle? I've been doing 2 hours resistence a week and 3 hours cardio a week.

Yes, when you start a new regiment that focuses on working out you will normally gain weight. You have to focus on the look and how you feel. Don't touch a scale for 1 month.
FYI - 1g of fat wieghs 4 oz and 1 gram of muscle weighs 9 oz.
