Get her to participate in exercises!.Take her on a brisk walk for 30mins in morning and 30mins in evening!.After about a month increase it an hour both times!.Immediately make sure she doesnt eat too much!.She can have a good breakfast within 1 and half hours after a walk in morning, let her lunch around 1 and not eat till she feels full!.She can sip a coffee /tea with a snack at 5pm and have dinner at 8!.30pm in case walk is scheduled after dinner or at 9!.30 if walk is scheduled in evenings!.Ask her to balance water intake to 8-10 glasses in a day (excluding milk,tea,juice,etc)!.She can indulge in swimming,cycling,outdoor games,practice dance,karate,etc!.

The idea is to eat correct and also burn the intake of food!.Get her diet and exercise regimen planned and stick on within!.Motivate her to stick to it!.Also consult a physician to rule out possibility of hormonal imbalances and obesity related issues!.

It is not an easy task, especially at this age, where body issues are a senstive issue to tackle!.
She is possibly being taunted at school & you would want to be careful how you tackle the problem!.
Weight loss should be something that is slow & steady, quick weigh loss diets never work for long!.
Your sister needs to reduce her fat intake, by looking at portion sizes, eating plenty of fruit & vegetables, drinking 2 litres water day!. Cutting out junk foods as well!.

She needs to increase her exercise, by walking at least 30 minutes day and slowly increasing her exercise pattern!. She needs support from you, as a mentor to increase her chances of success!.
I would look at finding a recommended personal trainer for her, or even a group session to reduce costs, or seeing a Dietician possibly through your local Dr or health provider!.

? Eat (at least) three times a day!.
Because when you eat only once a day, your metabolism gets slower than it already is! That's the main reason!. Sounds funny, but to lose weight!.!.!. you must eat (the right things, of course)
? Eat low-fat, high-fiber foods such as salads and vegetable pastas!.
? Your last meal should be before 18:00!. Try!.
OK, one apple after 18:00
? Don't starve
Starvation is not good for losing weight, nor your health!.
Starvation is the worse thing you can do in a weight loss diet!.
? Try oatmeal instead of cornflakes for breakfast--eating oatmeal can help reduce cholesterol levels, and its high fiber content will keep you full longer!.

WHAT to drink for losing weight!.!.!.

? Drink 6-8 glasses of water every day !
Can be tap, plain, mineral, sparkling!. I just love mineral sparkling water!
This improves your bowel, reduces the "hunger" sensation, and hydrates your skin!. Your skin will look much better after the first weeks!
Don't believe the slogan "water makes me fat"!. Beside being stupid!.!.!. you might get into serious troubles with your kidneys!.
? Drink ONLY natural juices, freshly squized!
Don't drink Coca Cola, Pepsi, Spite etc!. during the diet!. Even lite or light versions!.
I thought this was not possible for me to achieve!. Now!.!.!. I don't even LIKE them anymore!
Nothing compares to the the smell of a fresh natural fruit juice! Not speaking about health!.!.!.
? Avoid those vending machines by carrying around your own healthful foods and leaving pocket change at home!.
