Yes. It forces a player to exert them selves and hand-eye coordination is needed. Also, it takes practice to achieve a good base that you can play raquetball. Not many people can play raquetball.

Once a person is forced to actually try to be good at it, with not much luck involved (although sometimes it may be a big factor), a lot of competition is present, and practice is needed to become proficient at the activity, I would consider that activity a sport.
