Waist/hip ratio is the same for all heights. For a female it should be under 0.8 and they say 0.7 is the most attractive.
Edit:
To calculate your waist/hip ratio, divide your waist measurement by your hip measurement (with a calculator).
Waist: Measure at the smallest part of the waist, slightly above your belly button.
Hips: Measure around the fullest part of your butt just above the top of your thighs.

there is none. it is all what you like. as far as guys go, they all have different likes as well. An "ideal" thing will vary from person to person as it is all perception.
