This may seem like a very drastic move, but unfortunately it is the only option I can see. If you move to the UK, such a procedure would be provided for free under the NHS, indeed it may even be done for you if you visit the UK for a long period.
Yes, go get another primary care doc at a clinic, a community or county low cost clinic, and they will determine how to proceed. Bring your old medical records with.
Call your hospital and ask about community care or any other programs for the uninsured, they can help you out with this.
