it sometime saggy and sometimes not! what wrong? is this bad?

It's normal. In order to maintain the best sperm production, your testicles will rise and lower. When the temperature is warmer, they'll sag to stay cooler. When it's colder, they'll bunch up to stay warmer. It's normal, and happens to every guy. No worries. =]
