No, its not from masturbation!. Masturbating is very good for your penis!. The only way masturbating could cause rings is if you use a really tight grip -- but I suspect that's not it, because I think you make it feel good, so you aren't gripping too tight!. My suspicion is that you are circumcised (cut) and just noticed the rings that every circumcised boy has around his penis!.
