Yes, he's retarded. I would complain to the manager, or just go somewhere else. Even if you are under 18, it is not illegal for you to have sex with someone of your own age (age of consent varies from state to state of course). Regardless, anyone interested in obtaining a health product that promotes a safer sex experience deserves the right to buy it without judgement or being hassled. Good for you, be safe!

There's no legal age for the purchase of condoms, and in fact I'm pretty sure it is illegal to refuse the sale to a minor. He probably did this based on the clerk's own moral standpoint or his ignorance.

That's strange. I've never heard of an age restriction to buy condoms. Was it posted in the store that you had to be over 18? I know my brother used to buy condoms at our local pharmacy all the time before he turned 18 with no problems. Maybe you should contact the store manager and make them aware of this happening.
There isn't an age restriction on condoms, but it is at the merchant's discretion to whom to sell anything to. If they don't want to sell you a soda, they don't have to for whatever reason. It's technically theirs. I would suggest going somewhere else, it used to be planned parenthood gave them out for free....I'm not sure if that's the case nowadays.
I don't think that should be right. In California (where I am), I was told by the school that anyone over the age of 12 (I think) can get condoms without identification. Or something like that. But I don't think there's an age restriction.
