According to a survey of over 10,000 males by the web site HealthyStrokes. com in the second half of 2007, the average male starts masturbating at age 12.3. 7.6 percent start before age 10; 6.5 percent at age 10; 13 percent at age 11; and 27.9 percent at age 12. This means that on their 13th birthdays, the average male is already masturbating. Another 23.5 start at age 13 and 11.8 percent at age 14. The sum of this is that on their 15th birthdays, 90.2 percent of males are masturbating. Another 5.5 percent will start while they are 15.
So, it is safe to bet that a male is masturbating frequently if he is 15. According to the same survey, the average 15 year old male masturbates an average of 8.2 times per week. That's more than once a day, on average.

Girls get their first periods at lots of different ages. Each one is on her own schedule. Even if two are perfectly healthy, one might get hers years before another. Boys mature at different rates too. They generally start producing sperm somewhere around 12 or 13, but it can be earlier or later.
By 15, most boys produce sperm. It builds up at a pretty much constant rate. If the boy doesn't release it through masturbation, then wet dreams are the normal way to excrete whatever didn't get used.
I'll go to 14. I masturbate a lot when i was young and nothing is coming out. I guess it started when i was 14.
