If you are not sexually active you most probably have Fordyce Spots. Harmless. But if they are itchy, red or you are worried just go to see a doctor, that what they are there for. Take a look in the mirror at your lips. If you have white dots at the corners of you mouth and / or on the lip (no burning or tingling sensation) they you have Fordyce spots.
You could have a STD.
Go see your physician.
You should probably go to a doc to get checked out, but don't fret yet. This could very well be a common skin condition called ppp (pearly penile paupiles) that occurs in a small amount of the male population.
Look up ppp for some more info, but do not diagnose yourself, see a doctor. White dots does not fit most stds, but you never know.
DUDE my cousin had and currently HAS that. its a scary condition. it happens to some boys when they masterbate too much. its not consitered an STD but is contagious and is just like an STD but not. i would go see a docter if i where you and also if i where you i would be worried
