I have weak legs but my father has natural very strong legs how can this be?!

Heredity is not only from one side of your genetic make-up. The possibilities are endless as to what you could look like including factors as how old your parents were, grandparents, great grandparents and so on and so forth.
How old is your father? What activities does he engage in on a daily basis, or does he have a job that demands physical labor?
I'm sure if strong legs is what you want, any source of physical activity including running, squats & sports like soccer could improve your strength & endurance.

Naturally storng legs only take effect until you turn 10, from then on, your muscles respond to the type of work you do. For example, if two boys of the exact same strength and size grow up together then one goes to help his dad on his farm and the other just does normal kid stuff, the one who worked on the farm will be much stronger and his body will adapt to the work.
