The whitish stuff is probably just smegma, which can collect if you don't wash under your foreskin properly and on a daily basis.
The frenulum connects the head of the penis to the foreskin and may continue on down the rest of the penis to the scrotum. Its perfectly normal and is supposed to be there!

dude go take a long shower and clean your dick well and your nuts and your pubes and pull your foreskin back and wash it well

i dont recommend using a soap bar. use AXE body wash!! it cleans your dick nice and all your body

It's called smegma and it forms under the foreskin when you don't wash it good enough.

thats semen son... you will probably learn about it in 5th or 6th grade... but whatever you do don't Google it

i wouldn't know, but what the guy said above sounded reasonable

The white stuff is called smegma which is dead skin cells that collects under the foreskin which some also refer to as dick cheese. It's pretty gross but it's normal if you're uncircumcised. Just make sure you clean it daily. In case you're wondering, people who are circumcised don't have this issue.
