premature ejaculation is when a man reaches orgasm before he wants to, without control and almost immediately after penetration.
pre ejaculatory fluid, or pre *** is that slippery clear fluid that you are referring to. it happens to every male prior to ejaculation and it's totally normal.
careful though cause even that fluid can get you pregnant.
