This may sound nasty but how often do you change your underpants and wash your balls?
Also what kind of soap are you using, try switching to something more natural for your private parts, something with no perfume in the soap or shower gel.
You may be going through puberty mate, so the hairs are starting to peep through and say hello.
you will have to go to the doctors and get them cut off
Try and give them a good washing.
It's possible that you're not rinsing off the soap very well.
It's also possible that the soap you're using is a bit harsh.
Use a little bit of baby oil after a shower. Hope this helps.

try some baby powder or some lotion with aloe in it
