In the early morning hours, considering that you've been sleeping during the night. During rest, your hypothalamus secretes gonadotropin-releasing hormone (GnRH). This signals the pituitary gland to produce and secrete luteinizing hormone (LH). LH orders the testes to begin producing testosterone.
This is why most men get erections for no apparent reason in the morning, and this is because of high test levels in the morning. Also, this is why if you lack sleep, because your body isn't sending enough signals to produce it, therefore your test levels will be lower. Most physicians that will order for testosterone levels will test subjects in the morning, becuase of the levels being the highest as well.

I have read in some news paper that guys have Increased Testosterone in their blood in morning at 9am.
Probably that's the time to have good sex too. Don't know the reason why exactly at that time. But that's for sure that 9am is the time for increased Testosterone.
