Everyone starts out as a female in-utero, starting out with nipples. As you develop, if you have the male (Y) chromosome, you will not develop breasts and vice-versa.

When the fetus develops, the nipples develop before the sex of the fetus is determined.

We all start out as girls, before our fetus starts to form into a human baby, so we can't exactly get rid of them. We're all girls, and then supposedly the female "parts" overgrow on men. Haha, I don't know about that part.
Many people (religions) believe that males have nipples to show us that women and men are the same, not one superior than the other.
Once long ago we are women and then one woman drained her breasts and used the liquid to create a makeshift penis. She then used this penis to produce more penis bearing women.
As if any of us have the real answer to that question...
