Sure, it's normal. Just a late growth spurt. Some men and maybe some women too don't end puberty until their early 20's.
It's not normal in terms of it being common but there is nothing wrong with you. Growth spurts/losses can happen at a variety of ages.
There could be a problem with your growth hormone. I don't think it is normal at this age. You have to go see a doctor, you might have acromegaly which means that your body is producing too much of this hormone that makes you grow. It is easy to treat but you might be in trouble if you don't go to the doctor ASAP!
