As far as I know, there is no "legal" way to get high. All states in America have a law called "Being Under the Influence" which does not specify *why* or *how* you are under the influence. And most states have something about possessing paraphernalia.
Well, if you're of age, alcohol, at your local party store. If you're not old enough, then try bungee jumping or sky diving.
